ينقسم الكتاب إلى قسمين: (القسم الأول): النظريات العامة حول الإدارة ويضم ستة فصول: يأتي الأول منها في تعريف الادارة وخصائصها، والثاني: يدرس طبيعة علم الإدارة وعلاقته بالعلوم الأخرى، والثالث: يقرأ المدارس الفكرية في الإدارة الحديثة، والرابع: يفرق بين الإدارة العامة والإدارة الخاصة، والخامس حول: إدارة الموارد البشرية في التنظيم (الحوافز في العمل)، والسادس حول: العمليات الادارية من تخطيط وتنظيم وما شابه، أما (القسم الثاني) فجاء بعنوان: الإدارة العامة ويضم ثماني فصول: الأول: في أشكال التنظيم الإداري، والثاني: في التنظيم الاداري في لبنان (السلطة المركزية)، والثالث يعرض لـ : الهيئات اللامركزية الاقليمية (البلدية)، والرابع يعرض لـ: الهيئات اللامركزية المرفقية (المؤسسات العامة)، والخامس حول مفهوم: الأعمال الاارية –القرارات النافذة، والسادس يبحث في: مبدأ الشرعية، والسابع: في العقود الادارية والفرق بينها والعقود المدنية للإدارة، ويأتي الثامن والاخير للبحث في: مسؤولية السلطة الإدارية...
