يتفق المتابعون لأزمة العراق التي تكونت إثر الغزو المنظم للكويت عام 1990، وإصرار صدام حسين على قبول المعركة مع الحلفاء عام 1991، على أنها أزمة معقدة جرّت العراق إلى تدمير منظم شمل مواطنيه الذين باتوا يعلنون الفقر، والقلق، والخوف، وعدم الاستقرار، وشمل أيضاً معاييره القيمية التي خرقت إلى حد بات فيه المجتمع العراقي مجزء، إنسحابياً، غير واثقاً من قدراته، والآخرين.
والأزمة التي لم تتوقف عند حدود العراق تبين المتغيرات الداخلية والخارجية التي تناولها هذا الكتاب كعوامل مؤثرة فيها أنها لم تعد معقدة فحسب، وإنما عصية على الحل من داخل العراق، بسبب الإرهاق الذي أصاب الإنسان العراقي، والإعياء الذي ألم بالمجتمع العراقي، وبسبب طبيعة الحكومة العراقية. كذلك عصية على الحل عربياً بسبب التداخل في المصالح والخوف من نتائج الحلول المطروحة من الخارج.
وبوجه العموم تلقي الفصول السبعة لهذا الكتاب الضوء على طبيعة الأزمة وتعقيداتها، وتوفر المجال إلى القارئ أن يستنتج آثارها الحالية والمستقبلية على العراق والقريبين منه.
