أكاديمي ومفكر من الجيل الثاني للمجددين العراقيين، يساري النشأة والتوّجه، لكنه لم يتقيّد بتعاليم المدرسة الماركسية التقليدية، ومنذ الثمانينات كانت له مساهمات متميزة في اطار التجديد والتغيير والنقد للتيار الاشتراكي واليساري، وتعكس مؤلفاته وكتبه ومساهماته المتنوعة إنشغالات خاصة بقضايا الحداثة والديمقراطية والاصلاح والمجتمع المدني، واهتمامات فكرية لتطوير الفهم المتجدد لقضايا حقوق الانسان ونشر ثقافته وخصوصاً من خلال وسائل الاعلام.
ولد في مدينة النجف الأشرف (العراق) في 21 اذار (مارس) 1945 لأسرة عربية كبيرة، يعود أصلها الى اليمن( جبل النبي شُعيب)، وهي بطنٌ من حمْيَر القحطانية، وكان لعشيرة آل شعبان رئاسة الخدمة في حضرة الامام علي (رض) منذ قرون.
ودرس وتعلّم في مسقط رأسه ثم استكمل دراسته الجامعية في بغداد وتخرج من كلية الاقتصاد والعلوم السياسية في جامعة بغداد، وواصل دراسته العليا في براغ، حين نال درجتي الماجستير والدكتوراه (مرشح علوم) في القانون (دكتوراه فلسفة في العلوم القانونية) من أكاديمية العلوم التشيكوسلوفاكية.
باحث في القضايا الستراتيجية العربية والدولية ومختص في القانون الدولي وخبير في ميدان حقوق الانسان واستشاري في عدد من المنظمات والدوريات الثقافية والإعلامية.

من أعمق ما يجب أن يتركز عليه البحث السياسي في العراق، هو الإجابة عن مدى عمق ورسوخ التيار الديمقراطي فيه، لأننا أمام التباس كبير ومتشعب يوصلنا إلى حدود السؤال عن حقيقة وجود هذا التيار!! وهل الديمقراطية هي اختراع دخيل على العراقيين؟ أم أ،ها كانت الحقيقة الأساس في طبيعة تركبينه السياسية الأولى؟! وأن ما نتج عنها من مجتمع وعلاقات مدنية كانت كفيلة ببناء لبنة الحياة السياسية، منذ تأسيس الدولة العراقية حتى بيان ممات الحياة المدنية صبيحة الرابع عشر من تموز (يوليو) عام 1958.
إن ما يكتبه المفكر والباحث الدكتور حسين شعبان في هذا الكتاب بالذات، سوف يرتقي إلى مستوى الكشف والتأسيس، فهو إذ يبحث فيها يجب أن يكون لا فيما هو كائن الآن فحسب.. بل يثبت فكراً ديمقراطياً راسخاً، ويدعو لبناء مجتمع مدني يصون مستقبل العراق، ويدخله في صلب معادلات العصر.
إننا إزاء كتاب يشكل المدخل الصحيح للوطنية والمواطنية التي يجب أن تكون المستقبل العراقي بعيداً عن تشنج العلاقات الطائفية، وفي ذلك تكمن الأهمية الاستثنائية لهذا الكتاب.
