يدور البحث في هذا الكتاب حول العلاقات الروسية- العربية، هذا وأن أهمية البحث في هذه العلاقات تنبع من الدور المهم الذي أتيح لها في منتصف القرن العشرين، في تطوير منطقتنا، وتقدم العديد من الدول العربية، حين كانت قطباً منافساً على المستوى الدولي، إلا أنها مرت بمرحلة عصيبة وفوضى اقتصادية شاملة في محاولتها للانتقال من النظام القديم "نظام رأسمالية الدولة البيروقراطي" إلى نظام رأسمالي جديد يقتدي بالنمط الأمريكي، وإمكانياتها في مختلف النواحي تؤهلها للدخول في نادي الدول الكبرى، وللعب دور مهم في نظام عالمي جديد متعدد الأقطاب، لكنها لم تستقر على منهج اقتصادي واضح حتى الآن، يوجه هذا الانتقال بأقل الخسائر الممكنة. هذا وان استخدام الباحث في دراسته هذه للمنهج العلمي فبي تحليل التاريخ، جعله ينظر للموضوع من زاوية التطور الاجتماعي، مبتعداً قدر الإمكان عن تقديس دور الفرد أو الصدفة في التاريخ، ومنحه ذلك القدرة على رؤية تأثير الأوضاع الداخلية في تقرير السياسة الخارجية للدول، ورؤية التأثير الخارجي لدول ما في التوازنات المحلية في دول أخرى. كل ذلك في إطار العلاقات الروسية- العربية، موضوع بحثه.
