في عصر العولمة تتنافس الدول لتأمين مصالحها المتشابكة، فتتقارب وتتفاهم لتجد نقاط الالتقاء التي تضمن أكبر فائدة لها، فالعزلة خلف "ستائر حديدية" ضرر فادح في ظل التقنيات المتطورة القادرة على اختراق الحدود القومية دون إعاقات جدية. وبينما اختبأت روسيا خلال سبعة عقود وراء "الأيديولوجيا" وتحت ستار الاتحاد السوفييتي، فإن هذه الأيديولوجيا لم تستطع منع الانهيار الذي حدث مع بداية تسعينيات القرن العشرين. ولكن روسيا - رغم جراحها وأزماتها التي نتجت عن كونها وريثة للاتحاد المنهار - مازالت دولة كبرى ذات إمكانات وقدرات هائلة. يتناول هذا البحث علاقات روسيا مع العرب، بدءاً من الإمبراطورية القيصرية، مروراً بالمرحلة السوفييتية، وصولاً إلى المرحلة الحالية، ويستخلص نتيجة لا يمكن تجاهلها: إن تطوير العلاقات العربية - الروسية اقتصادياً وسياسياً يكتسب أهمية كبرى إذا كان العرب يسعون لمكانة ما بعيداً عن التهميش الذي يترصد شعوباً وأمماً متعددة في النظام العالمي الذي تتشكل ملامحه مع بداية الألفية الجديدة.
