يتناول هذا الكتاب اتفاق أوسلو واتفاق أوسلو الذي وقع في واشنطن في 13/9/1993 صار من حيث التوقيع جزء من الماضي، ولكنه في الواقع ما زال حياً، لأنه يطبق في فلسطين، ويعمم في الوطن العربي كله.
وبالتالي فهو "اتفاق مبادئ" من المطلوب تطبيقها في الوطن العربي كله ابتداءً من غزة وأريحا. واتفاق أوسلو اتفاق وإجراءات. ومن المهم أن تعرف الإجراءات لا الاتفاق فقط، لأن معرفة طريق أوسلو، والطرفين الذين وقعاه، وإجراءات الوصول إليه ضروري لفهم الاتفاق.
وقد حاول الكاتب دراسة ذلك، وإدانته لأن ذلك برأيه يحدد طبيعة الاتفاق، ويشرح نصوصه، ولو لم تسلك الأطراف المعنية هذا الطريق، وتتبع هذه الإجراءات، لما كان ممكناً أن تصل إلى هذه الصيغة. وقد حاول الكاتب كشف حقيقة الطرف الفلسطيني الموقع على اتفاق أوسلو، والحقيقة هي أن قيادة فتح وقيادة المنظمة التي وقعت على الاتفاق، التفّت على أهداف فتح والمنظمة، وقادت إلى إخضاع فتح والمنظمة لبرنامج قيادة عرفات. هذه القيادة كما يرى الكاتب دفعت فتح والمنظمة إلى فقدان فعاليتها وصدقيتها، والتحول إلى مؤسستين عاجزتين مشلولتين، وغير قادرتين على أداء دورهما الذي أنشئتا من أجله، وانتهى المؤلف إلى مناقشة آفاق الصراع العربي-الصهيوني.
