لقد طرح مشروع الحل الفدرالي في لبنان منذ عام 1977، وانقسم حوله اللبنانيون بين مؤيد ومعارض، فرأى المؤلف أن الواجب يقتضي معالجة هذا الموضوع بمنهجية علمية غايتها الوحيدة معرفة ما إذا كانت الفدرالية تشكل جلاً في لبنان أم لا، وذلك انطلاقاً من البحث في جذور المجتمع اللبناني التاريخية وتكوين بنيته الاجتماعية والسياسية والاقتصادية، ودراسة نشوء نظامه السياسي وتطوره، والنظر في تأثير العوامل الداخلية والخارجية المتداخلة، مع الأخذ بالاعتبار الظروف الإقليمية والدولية المحيطة بلبنان.
والمؤلف يركّز في هذا الكتاب على تحديد المفاهيم تحديداً علمياً دقيقاً، مزيلاً عنها الغموض والإبهام، فيتناول مفهوم الطائفة، والأقلية، والمجتمعات التعددية، والفدرالية الإقليمية، وفدرالية الطوائف، وغيرها، مبيناً خصوصية المجتمع اللبناني، ودرجة عمقها بالمقارنة مع المجتمعات التعددية الأخرى.
