شهد نظام الحكم في العراق منذ تأسيس الدولة العراقية الحديثة عام 1921 ألواناً مختلفة من تطبيقات اللامركزية، ولكن معظم تلك التطبيقات، سواء تلك التي كانت في العهد الملكي أو في العهد الجمهوري على إختلاف عهوده، كانت رسمية شكلية أكثر منها حقيقية، إلا أن نقطة التحول الحاسمة كانت بعد سقوط الجمهورية الرابعة في 9 نيسان/ إبريل 2003، بعد دخول قوات التحالف بقيادة الولايات المتحدة الأمريكية إلى العراق، والتي أعقبها صدور عدة تشريعات توِّجت بصدور دستور عام 2005 الذي كان قد أقرَّ النظام الإتحادي - الفيدرالي - الذي يأخذ بمبدأ اللامركزية السياسية في الحكم.
ولكن من الرغم من أن الدستور العراقي الصادر عام 2005 كان قد أقر في المادة الأولى منه على أن نظام الحكم في العراق هو نظام إتحادي، ما يعني أنه أقر الفيدرالية كأسلوب لإدارة الدولة، إلا أنه وضع في نصوص أخرى شروطاً ينبغي توافرها قبل الإنتقال إلى هذا اللون من الحكم، وبالتالي فقد أقر الدستور المذكور تطبيق اللامركزية الإدارية في الوقت الحاضر لحين توافر تلك الشروط.
تناقش هذه الدراسة الإشكالية المتعلقة بطبيعة الحكم والإدارة الأصلح في العراق، ولا سيما أنه يمر بمرحلة إنتقالية من مرحلة الحكم الشمولي المطلق قبل 9 نيسان/ إبريل 2003 إلى مرحلة نظام الحكم الديمقراطي الذي تعد اللامركزية أحد أهم الأسس التي يتأسس عليها هذا النظام، وتنطلق هذه الدراسة من فرضية مفادها أن اللامركزية الإدارية تعد الأسلوب الأمثل في إدارة الدولة العراقية في ظل الظروف الراهنة.
