يكشف هذا الكتاب أن الفيدرالية كمشروع سياسي، لتنظيم العلاقة بين كردستان العراق والحكومة المركزية في بغداد، هي مشروع قديم تاريخياً ويرجع إلى مرحلة تشكيل الدولة العراقية ابتداءً من 1921، كما أن الطرف العربي، والمتمثل بالملك فيصل الأول والضباط الشريفيين العروبيين، وليس الطرف الكردي، هو الذي طرح المشروع كوسيلة لإقناع السكان الكرد بالالتحاق بالدولة العراقية، علماً أن إقليم كردستان كان يدار من قبل موظفين في سلطة الانتداب البريطاني بمعاونة شخصيات كردية.
بعد أكثر من 80 عاماً على طرح أول مشروع للفيدرالية، يطرح الأكراد، اليوم، مشروعاً آخر للفيدرالية لتنظيم العلاقة بين إقليم كردستان والحكومة المركزية في بغداد بما يتناسب مع طموحات الشعب الكردي من دون إلحاق الضرر بمصالح الشعب العربي، والذي سيترتب عليه إعادة بناء الدولة العراقية ومؤسساتها وفق أسس جديدة، تعددية وديمقراطية، منفتحة.
السؤال الذي يثيره مؤلف الكتاب هو: ألا يستحق الأكراد أن يحققوا طموحاتهم الفيدرالية، في ظل ما قدموه من تضحيات، وما قدم لهم من وعود كاذبة بدءاً بالملك فيصل الأول والضباط الشريفيين وانتهاءً بحكم البعث في عهدي البكر وصدام؟
