شاعرنا صاحب هذا الديوان يدعى: أبو الندى حسان بن نمير، ويلقب بـ: عرقلة الكلبي، وهو اللقب الذي اشتهر به وعرف بين الناس. إنه شاعر عربي أصيل، ثابت نسبه إلى بني كلب وبره من الجلاح، وقد عاش في دمشق وأطن أنه كان ينتقل أو يعيش في هذه الأحياء التي أحاطت بالجامع الأموي أو اقتربت منه كحي باب البريد والقيمرية وما جاورهما لكثرة ما يرد ذكرها على لسانه وفي شعره في الطبيعة قليلاً إلا أن هذه الأماكن قد وردت في شعره من مثل قرى: سطرا ومقرا والنيرب وجيرون.
فعرقلة، إذن عربي الأصل، محض النجار لم تدخل نسبه عجمة ولم تتصل به رطانة أو لكنه. وقد كانت الفصاحة أبرز ظاهرة في حياته، كما كانت النكتة و""خفة الدم من ميزاته التي عرف بها.
والذي يبدو من الإطلاع على تاريخ حياة الشاعر أنه بدوي الأصل من بادية بني كلب، وهي المنطقة التي تقع في الشرق من دمشق وحمص وحماه وتمتد إلى تخوم العراق، وهي التي تسمى بادية السماوة، ولقد نشأ في هذه الصحراء على عادة أهلها وكان يتردد إلى دمشق بين حين وآخر، فلما عرف بشاعريته واستطاب الناس سماعه وجد الفرصة مواتية للانتقال من عيشة البداوة إلى عيشة الحضر.
ولد عرقلة عام 486 للهجرة وتوفي عام 567 فهو عاش في الفترة التي مرت بين نهايتي القرنين الخامس والسادس، وفي هذه الفترة ذاتها استتب الحكم للأيوبيين في بلاد الشام ومصر وغيرهما على يدي البطل صلاح الدين الأيوبي ممدوح الشاعر الأول وصاحب أشعاره وأناشيده.
وشعر علاقلة بصورة عامة، شعر قريب من القلب، لا تعثر فيه على لفظة نابية، اللهم إلا بعض أسماء الأعلام من معاصريه وهم من غير العرب، فهو ناصع الديباحة صحيح الأسلوب تشعر بالنغمة المريحة تغمر ألفاظه فإذا أنشدت هذه الشعر أخذتك النشوة ومال بك الطرب كل ميل.
وبين يدينا ديوان عرقلة الكلبي محقق على مخطوط مصور من مخطوطات مكتبة مجمع اللغة العربية بدمشق، وهي منقولة عن فلم في مكتبة (الإمبروزيانا) في إيطاليا.
