تتجلى المهمة الحقيقية للعالم الاجتماعي في التنبؤ من أجل التحكم فالتغير سنة الحياة، واعترافاً بهذه الحقيقة يسعى علم الاجتماع إلى فهم بهدف التفسير الذي يمهد الذهن لتوقع مسيرة الأحداث الاجتماعية، وصيرورتها، ومجمل القوانين التي تحكمها من هذا المنطلق تأتي فكرة هذا الكتاب الذي يشتمل على ثمانية فصول، يتناول أولها التغير الاجتماعي من حيث أنواعه وعوامله وكيفية تفسير عملياته.
ثم يأتي الفصل الثاني ليلقي الضوء على دور علم الاجتماع في دراسة المستقبل، وأما الفصل الثالث فيعالج مسألتي التنبؤ والتخطيط نوع متميز من التفكير، بما ينطوي عليه من وسائل فنية وعلاقة ذلك كله بالحرية وشكلها في مختلف ومراحل تطور الوسائل الفنية التي تنطوي عليها الخطط. أما الفصل الخامس فيعالج الأسس النظرية والتطبيقية للتخطيط الاجتماعي الذي يرتكز على عملية اتخاذ القرارات الجمعية، ورسم السياسات الاجتماعية، واستثارة العمل الجماعي الهادف والواعي.
ويتطرق الفصل السادس إلى مسألة هامة وحيوية في عصرنا الحديث، ألا وهي تخطيط المدينة الحديثة مع اهتمام خاص بالجانب الاجتماعي من هذا التخطيط والذي يركز على تكوين وحدة من كل الجماعات التي تعيش في المدينة لربطها برباط واحد، ثم يعرج بعد ذلك على إجراءات التخطيط الحضري ومجالاته ومن أهمها: الإسكان والترفيه، والحكم المحلي. ثم يأتي الفصل السابع الذي يختص بطرح مسألة هامة وهي التخطيط للتعليم، مستعرضاً فلسفة التعليم ومشكلاته وعلاقته بالتنمية.
ولكن ماذا يمكن أن يحدث لو وقع تغير اجتماعي سريع دون أن يسبقه تخطيط واع وهادف؟ ثمة نتائج متعددة وآثار خطيرة تتمثل في مظاهر عديدة للتفكيك والمشكلات الاجتماعية، وذلك هو موضوع الفصل الثامن والأخير من هذا الكتاب الذي يختتم بإشارة واضحة إلى كيفية معالجة المشكلة الاجتماعية.
