ويقوم التخطيط الاجتماعي على الفلسفة الاجتماعية للمجتمع مما يجعل مدلوله أكثر شمولاً واتساعاً ليشمل مختلف أنواع التخطيط، كالتخطيط الصحي, والاقتصادي, والتعليمي, والعمراني….. وغيرها من الأنواع المتعددة للتخطيط والتي تشمل كل جوانب حياة الإنسان.
والتخطيط الاجتماعي هو أحد الأساليب العلمية التي تستخدمها مهنة الخدمة الاجتماعية في إحداث تغييرات اجتماعية مقصودة – يتضمن مجموعة من الإجراءات التي تنظم العمل به، ويقوم على عمليات فنية يقوم بها خبراء وفنيون ومخططون اجتماعيون بالتعاون مع أفراد المجتمع وقادته من خلال أجهزة التخطيط على مختلف المستويات الجغرافية والوظيفية في إطار خطة التنمية الشاملة للمجتمع وفي إطار أيديولوجيته السائدة.
والخدمة الاجتماعية كمهنة تعتمد على التخطيط الاجتماعي باعتباره الوسيلة الأنسب لاختيار الأساليب المستخدمة في العمل المهني الذي يستهدف حل المشكلات ومقابلة الحاجات المجتمعية، كما أن الأخصائي الاجتماعي في عمله مع أي من معدات التدخل المهني (فرد – جماعة – مجتمع – منظمة) فانه يحتاج إلى التخطيط كأسلوب علمي يضمن نجاح تدخله المهني لطلاب الخدمة الاجتماعية توفير الأساس المعرفي والمهاري المرتبط بالتخطيط الاجتماعي لذا نرجو أن يساهم هذا العمل في تحقيق ذلك.
