حق التعبير من الحقوق الأساسية للإنسان هذا الحق الأساسي في القول أو الكتابة يعبر عنه بأساليب مختلفة منها الكتابة والكلام والاجتماع فإذا كان التعبير عن هذا الحق بالكتابة سمي حرية الطباعة أو المطبوعات وإذا كان التعبير عن هذا التحق بالكلام سمي حرية القول سواء شعراً أو نثراً أو خطابة خلال الاجتماعات العامة أو المجالس الخاصة.
إلا أن هذا الحق في التعبير ويطلق عليه أحياناً حرية القول أو الكتابة يجري الاعتداء عليه من جهات كثيرة لعل أبرزها الفئات الحاكمة التي تقنن هذا التعدي بأسماء متنوعة منها قوانين المطبوعات والعقوبات وأحياناً بالأوامر الإدارية والعرفية.
