من الأهداف الأساسية لإتحاد المصارف العربية تتبع كل التطورات والتعديلات التي تطرأ على الجهاز المصرفي والمالي العربي، وذلك للعديد من الأغراض والدراسات، وبغرض توثيقها ثم وضعها في إطار علمي وفني محدد.
ولعل من التطورات الهامة الأخيرة التي شهدها العمل المصرفي العربي ظهور وتزايد فروع المصارف التي تتعامل بالعملات الأجنبية فقط دون المحلية، أو الإتجاه في بعض الدول العربية الأخرى إلى تكوين مناطق مصرفية حرة.
وقد بادرت الأمانة العامة إلى جمع كل ما يتصل بهذه الوحدات المصرفية، والقوانين التي صدرت لتعمل في ظلها، والفروع التي فتحت فعلاً، أو التي حصلت على الترخيص اللازم ولم تعمل بعد.
ونظراً لحداثة العهد بهذا التطور حيث أن الوحدات المصرفية الخارجية لم تظهر في العالم العربي إلا منذ فترة بسيطة لا تتعدى الثلاث سنوات لأقدمها، يجعل موضوع وضع دراسة مفصلة تتضمن على تقييم علمي دقيق لهذا التطور أمر غير عملي في الوقت الحاضر؛ ولهذا فقد كان من المفيد تغطية الجوانب الأساسية للموضوع والتي تمثلت في هذا الكتيب، والذي يعتبر مرجع أولى يمكن الوثوق به في هذا المجال، ومدخلاً مناسباً له يمكن بعد إضافة الأرقام والبيانات التي ستتجمع مستقبلاً للقيام بأي بحث أو تحليل علمي دقيق حول هذه الوحدات.
