يتضمن الكتاب قسمين: الأول منهما يعالج القضية الكُردية في العراق، والقسم الثاني يعالج قضايا المجتمع المدني والديمقراطية وحقوق الإنسان في ظل النظام الدكتاتوري من جهة، والنضال في سبيل الخلاص من هذا النظام وإقامة المجتمع المدني الديمقراطي الحديث على أنقاضه من جهة ثانية.
