يعتبر الأداء Performance من المرتكزات الأساسية لوجود المؤسسات، ورغم أن الاداء يمثل الفرض الضمني أو الصريح لأغلب عمليات المؤسسات إلا أنه كان ولا يزال يعتريه التطور والتغيير كمفهوم أساسي ومهم، فالجميع يبحث عن الارتقاء بالأداء من خلال تطوير معايير ومقاييس أكثر دقة وشمولية، حيث أن التحديات المعاصرة للمؤسسات تتطلب إدارة متكاملة للأداء تتضمن توجهات وطرق وأساليب وآليات تعطي الإمكانية لمعرفة أكثر عمقاً لتحديد واقع المؤسسة الحالية وتوجهاتها المستقبلية. وعليه زادت الحاجة والضغوط لبلورة الاهتمام بمضامين الإدارة الإستراتيجية في قياس الأداء من خلال الاعتماد على إطار ملائم لقياس الأداء من منظور استراتيجي يساعد إدارة المؤسسات على توحيد ومحاذاة جميع مبادراتها وأنشطتها ومشاريعها مع الأولويات الإستراتيجية، فالمحاذاة تعني تحقيق التقارب في الغايات إذ أن كل جزء من سلسلة قيم المنظمة تعمل على تحقيق نفس الغرض، وفي الشكل أو الصيغة المثالية لمصطلح المحاذاة نجد أن جميع العاملين في المؤسسات الرائدة يوحدون قيمهم و أهدافهم مع قيم وأهداف مؤسساتهم. إن المؤسسات المعاصرة ترى أن السيطرة والرقابة على الأحداث والتحكم بالنتائج يتطلب منها القيام بالعديد من النشاطات ، فهي ترى الأحداث بالعديد من الرؤى، تتمثل في: - أحداث تعتقد بأنها لا تستطيع السيطرة عليها.......... وأنها لا تستطيع - أحداث تعتقد بأنها لا تستطيع السيطرة عليها........... ولكنها تستطيع - أحداث تعتقد بأنها لا تستطيع السيطرة عليها............ وأنها لن تستطيع - أحداث تعتقد بأنها لا تستطيع السيطرة عليها........ وأنها لا تفعل ذلك - أحداث تعتقد بأنها لا تستطيع السيطرة عليها....... وهي فعلا تقوم بذلك من هنا جاءت هذه السلسلة بأجزائها الثلاث لتؤطر الأداء بمنظور استراتيجي وتوفر خطة عمل دقيقة للمؤسسات التي تروم تحقيق التميز والتفوق في أعمالها
