وهذا الكتاب هو محاولة علمية جادة لتتبع مفهوم التوازن الاستراتيجي من خلال تطبيقاته عبر التاريخ العالمي الحديث منذ القرن السادس عشر حتى القرن العشرين، في ارتباطه السياسة من جهة والأداة العسكرية ونتائج استخدامها من جهة أخرى، وضمن تأثير عوامل الجغرافيا الاستراتيجية، وتطور التكنولوجيا، والقاعدة الاقتصادية والصناعية التي تشكل الأساس المادي للقوى المتصارعة، بالإضافة إلى تأثير العنصر المعنوي وعنصر العقائد الفكرية.
