برز الخوئي مؤخراً من خلال مشروعه، المجلس الشيعي العراقي، والذي حاول تسويقه بكل إمكانياته المذكورة، ودافع عنه بطريقة ملفتة للنظر، خاصة بعد أن لاقى هذا المشروع استياء من معظم القوى الفاعلة في المعارضة العراقية، وتعرض الخوئي بسببه للكثير من الانتقادات والاتهامات التي يحاول هذا الكتاب تسليط الضوء عليها ومناقشتها كما ويحاول من خلال البنية الفكرية لهذا المشروع، المجلس الشيعي العراقي، إضافة إلى آراء عبد المجيد الأخرى والمنشورة في حياته، وبالإضافة إلى ذلك يحاول الكتاب استقراء فكر الرجل ومشروعه بشكل عام، ومناقشته على ضوء ما تبناه شخصياً وذلك من خلال وثائق تضمنها هذا الكتاب، وليس من خلال ما أشيع عنه. كانت رحلة عبد المجيد (أول معارض) يدخل مدينة النجف الأشرف. وذلك برفقة قوات الغزو "الأنجلو-أمريكية"، وتحت حماية خاصة من هذه القوات كانت رحلة عبد المجيد الخوئي رحلة، دراماتيكية، بما تعني الكلمة، حيث وصل إلى النجف الأشرف مع أربعة وعشرين من معاونيه قدم نصفهم من بريطانيا والنصف الآخر من الولايات المتحدة بطائرات خاصة، وهذا الكتاب يحاول فهم مشروع الرجل السياسي والفكري، وأخيراً الإنمائي، حيث كانت إغاثة الشعب العراقي عنوانه الكبير والمطروح بقوة.
