"البيان في تفسير القرآن" كتاب يحاول الإمام الموسوي فيه تفسير القرآن، ومنهجيته في ذلك أنه يجري مع الآية حيث تجري، ويكشف معناها حيث تشير، ويوضح دلالتها حيث تدل. مشيراً إلى الحكمة التي تحملها الآية، وإلى الخلق حيث ترشد الآية إلى الأخلاق، وإلى الاجتهادات الفقهية حيث تعرض الآية للفقه، دون إغفاله أي ناحية من النواحي الاجتماعية أو السياسية أو التاريخية إذا ما جاء في الآية ما يشير إلى ذلك، مع إظهاره للإعجاز الأدبي والفني إذا لزم ذلك.
وسيجد القارئ أن المفسر في منهجه هذا لم يحد عن ظواهر الكتاب ومحكماته وما ثبت بالتواتر أو بالطرق الصحيحة من الآثار الواردة عن أهل البيت من ذرية رسول الله صلى الله عليه وسلم. وسيجد القارئ أيضاً بأن المفسر كان كثيراً ما يستعين بالآية على فهم أختها مسترشداً بالقرآن في إدراك معاني القرآن، جاعلاً الأثر المروي مرشداً إلى هذه الاستنادة. وقد استهل الكتاب بمباحث مهمة لها صلة وثقى بالمقصود تلقي أضواء على نواح شتى قدمها لتكون مدخلاً للتفسير والذي اشتمل على موضوعات علمية تتصل بالقرآن من حيث عظمته وإعجازه ومن حيث صيانته من التحريف، وسلامته من التناقض، والنسخ في تشريعاته، وما إلى ذلك من مسائل علمية ينبغي تصفيتها كمدخل لفهم القرآن ومعرفته، والبدء بتفسيره على أساس علمي سليم.
