أحدثت وزارة البيئة في لبنان عام 1993 بموجب القانون رقم 216 تاريخ 2 نيسان 1993 وأنيط بها، إعداد سياسة عامة في كل ما يتعلق بشؤون البيئة ومكافحة التلوث، ومعالجة النفايات والحياة المبتذلة، والمشاركة في وضع الخطط الوقائية، وشروط الترخيص بإنشاء المصانع، والمعامل وشروط استعمال الشواطئ البحرية والنهرية، وتحديد أنواع الحيوانات والطيور المسموح صيدها ومواسم الصيد وأماكنه، وتصنيف المناظر والمواقع الطبيعية وحمايتها، وإنشاء المحميات الطبيعية، وتنظيم حملات التوعية في مجال البيئة والموافقة على مشاريع الاتفاقيات الدولية المتعلقة بالبيئة وتنظيم المقالع والكسارات، والمحافظة على المحيط الذي يتصل بحياة الإنسان... الخ.
إلا أن المرسوم رقم 5156 تاريخ 6 أيار 1982 سبق القانون 1993/216 لجهة إنشاء وزارة البيئة عام 1993 صدر القانون رقم 667 تاريخ 6 أيار 1982 سبق القانون 1993/216 لجهة إنشاء وزارة البيئة عام 1993 صدر القانون رقم 667 تاريخ 1993/12/29 والذي عدل بعض أحكام ونصوص القانون رقم 216 تاريخ 1993/12/29 والذي عدل بعض أحكام ونصوص القانون رقم 216 تاريخ 1993/4/2 ورافق ولادة وزارة البيئة في لبنان تشابك في الصلاحية بين عدد من الوزارات ولا سيما وزارات: الداخلية، والبلديات، الصحة، الأشغال، الطاقة… الأمر الذي اقتضى باقتراح مشروع قانون لإعطاء وزارة البيئة الصلاحيات الحيوية الضرورية التي تمكنها من الاطلاع بمسؤولياتها وقد تدارست لجنة الإدارة والعدل والبيئة مشروع القانون وأقرت التعديلات اللازمة كلها بحيث مع صدوره يكون قد عدل القانون 1993/667. ولتسهيل اطلاع الباحثين ورجال القانون والقضاة على كافة القوانين والقرارات والتشريعات الصادرة في لبنان حقل البيئة جاء هذا الكتاب وهو سجل جامع احتوى على كافة التشريعات اللبنانية المتعلقة بالبيئة والتي جاءت لحمايتها ولإعادة رونقها.
