يدور موضوع الكتاب حول صلاحيات أمين السجل العقاري في لبنان والتي حددها له القانون ومدى مراقبة المحكمة المتصة أعماله والأحكام والإجتهادات الخاصة بهذا الموضوع.
وفي هذا السياق اختار المؤلف الإضاءة على ما قد يقع يومياً من منازعات وخلافات بين ذوي العلامة وأمين السجل العقاري بنتيجة الإجراءات أو القرارات التي يتخذها مثل رفضه تسجيل عقد بيع، أو إهماله تدوين القيود على الصحائف العينية إلى آخر ذلك من منازعات.
لأجل ذلك، وتوخياً للفائدة أرفق المؤلف كتابه هذا بملحق خاص حول أبرز ما قد تضمنه القرار رقم 188 تاريخ 15/3/ 1926 سيما في حدود مسؤولية أمين السجل العقاري الشخصية عن الأضرار الناتجة عن إهماله بتدوين قيد، ترقين في السجل أو إعطائه شهادات أو خلاصات مأخوذة بخلاف ما قد تضمنته الصحائف العينية.
ويشير المحامي نزيه شلالا في مقدمة كتابه إلى أمر هام وهو "أن القوانين العقارية في لبنان مضى على صدورها سنوات طويلة ويقتضي أمام واقع التبدلات الديمغرافية ومبادئ الإثبات القانونية، والتجديد والتحديث التشريعي الحاصلة في دول العالم الراقية أن تباشر لجنة تحديث القوانين في لبنان كما ولجنة الإدارة والعدل النيابية بوضع أسس وأصول ومبادئ عقارية جديدة تصون حقوق المواطن والدولة...".
