تتناول هذه الموسوعة في كتابها الأول أسس التنظيم السياسي، من خلال الحديث عن الدولة من حيث مفهومها وأساس نشأتها ووظيفتها وأشكالها وعلاقتها بالقانون، ويتناول الكتاب الثاني الخصائص العامة للنظم السياسية، من مثل الحكم الديمقراطي وأشكال النظام التمثيلي، في حين توقف الكتاب الثالث عند المؤسسة الدستورية الأولى، ألا وهي السلطة التشريعية، التي تمّ التطرق لنظامها وتكوينها واختصاصاتها، وكذلك العلاقة بين المؤسسات الدستورية - السلطات العامة وأما الكتاب الرابع فعرض للمؤسسة الدستورية الثانية المتمثلة بالسلطة التنفيذية، من خلال بيان تكوينها واختصاصاتها. في حين أشار الكتاب الخامس للمؤسسة الدستورية الثالثة وهي السلطة القضائية، وب المبادئ العامة الضابطة لأعمال السلطة القضائية، وكذلك القضاء الدستوري ليخصّص بعد ذلك الكتاب السادس الأخير لموضوع الحقوق والحريات العامة في الدول القانونية بشكل عام والدولة, والضمانات المقررة لحماية كلّ من الحقوق والحريات العامة.
