يشرح هذا الكتاب مفاهيم وقوانين "الأنظمة السياسية" من حيث شكل الدولة ونظام الحكم فيها، وتنظيم السلطات العامة وتحديد إختصاصها وتعيين العلاقة بينها وتحديد مركز الأفراد تجاهها.
< يرى مؤلف الكتاب أن دراسة النظم السياسية أوسع من دراسة القانون الدستوري والذي يتناول بدوره شكل الدولة، فالنظم السياسية لم تعد تقتصر على الأجهزة السياسية التي نظمها القانون أو الدستور، بل أنها تشمل أيضاً، تلك الأجهزة غير المنظمة دستورياً، ولكنها تلعب دوراً قوياً ومؤثراً في توجيه النظام، كالأحزاب السياسية والنقابات والرأي العام والصحافة...
يبدأ الكتاب بالحديث عن نشأة الدولة وتطورها ومفهومها عبر العصور، ثم يأتي على العناصر الاجتماعية والسياسية المكونة للدولة ومنها مفهوم: الأمة – الشعب – الدين – اللغة... ثم يبحث عن مصادر السيادة في فصل خاص معنون بـ "مبدأ سيادة الدولة" بعد ذلك يصف "أشكال الدولة" مثل: "لدولة الموحدة أو البسيطة، الكونفدرالية... الفيدرالية ويقارن بينها، يلي ذلك "أشكال الحكومات" من ديمقراطية، الى ارستقراطية، أي أوليفارشية، وملكية وغيرها، أما "الأساليب الانتخابية" فجاءت عبر شرح موسع ومفصل عن أنواع الاقتراع وكيفية الانتخاب المباشر والانتخاب غير المباشر وغيرها من طرق انتخابية معروفة، ويختتم بالأنظمة السياسية المعاصرة شارحاً لمبدأ فصل السلطات، والنظام البرلماني، مع عرض مفصل للنظام السياسي في فرنسا، وبريطانيا، والولايات المتحدة، وسويسرا والمميزات الرئيسية لكل نظام...
