إن السياسة في مفهومها الاصطلاحي تتعلق بالسلطة في الدولة فإن أول مقومات النظم السياسية وجود الدولة، لذا فإن محور دراستنا في هذا المؤلف سيكون نظرية الدولة، والدولة لا تستطيع القيام بالمهام الموكلة إليها وتحقيق الهدف الأساسي والرئيسي ألا وهو رفع مستوى الشعوب، والعمل عى تقدمها والنهوض بها، والمحافظة على حقوق الأفراد وكفالة حرياتهم، وفي نفس الوقت تنظيم تلك الحريات إلا عن طريق أجهزتها.
لذا فإن أجهزة الدولة في القيام بتلك المهام هي الحكومة لذا فإننا نخصص جانباً من هذا المؤلف لدراسة الحكومة، وفي نفس الوقت لا يستطيع أحد أن ينكر أو يجادل في الدول الذي تلعبه السياسة المختلفة الرسمية منها وغير الرسمية، لذا فإننا نخصص باباً مستقلاً لدراسة تلك القوى من خلال وسائل مساهمة الشعب في السلطة، ثم نفرد باباً أخيراً لدراسة الحريات العامة للأفراد، وعلى ذلك فإن دراستنا في هذا المؤلف تنقسم إلى أربعة أبواب:-
الباب الأول: الدولة، الباب الثاني: الحكومة، الباب الثالث: وسائل مساهمة الشعب في السلطة، الباب الرابع: الحقوق والحريات العامة.
