ما يميز هذا الكتاب عن كتب قانونية أخرى تناولت دراسة النظم السياسية هو رؤية المؤلف لهذه النظم كواقع وحقيقة؛ تأخذ في الإعتبار دراسة هذه النظم في محطيها الاجتماعي والسياسي والاقتصادي وكذلك الثقافي ومن ثم بعد ذلك دراسة أوضاعها القانونية القائمة كما جاءت في الدستور والقواعد المكملة له. ومن هنا تأتي أهمية الكتاب.
