المقصود بدراسة النظم السياسية هو التعرف على أنظمة الحكم المطبقة في الدول المختلفة، أو في أغلب دول العالم، وهذا ما قام به المؤلف في هذا الكتاب الذي درس فيه عن النظم السياسية في أربعة موضوعات كبرى على النحو التالي: الموضوع الأول: نظرية الدولة، بإعتبار الدولة هي ذلك الشخص المعنوي العام الأصلي أو الأول الذي يتضمن مجموعة من الأفراد تسمى الشعب، تقيم في إقليم محدد العالم، وتملك السلطة السياسية العليا على أفراد الشعب بإعتبارهم المحكومين.
أما الموضوع الثاني: الحكومة، بوصفها الهيئة الحاكمة التي تمارس فعلاً السلطة السياسية العليا بإسم الدولة ولحساب الشعب، وتضبط سلوك الشعب في نفس الوقت وفقاً لقواعد عليها تشمل الدستور القوانين، والموضوع الثالث: أنواع الديمقراطيات الغربية، ولا شك أن الديمقراطية الغربية هي الجديرة حقيقة بهذا الوصف، فهي التي تمثل المحصلة الحقيقية لكفاح الشعوب في العصور السابقة على عصرنا لأجل إنتصار مبدأ سيادة الشعب وممارسته لهذه السيادة على أرض الواقع، بحرية الرأي والإجتماع والحرية الحزبية، وبالتالي تحقيق تداول السلطة على نحو دورية.
وأخيراً الموضوع الرابع: هو وظيفة الدولة في ضوء المذاهب السياسية، سواء المذهب الفردي أو المذهب الإشتراكي أو المذهب الإجتماعي المعتدل، وبناء على ما سبق، فإن هذا المؤلف ينقسم إلى أربعة أبواب: الباب الأول: نظرية الدولة، الباب الثاني: الحكومة، الباب الثالث: أنواع الديمقراطيات الغربية، الباب الرابع: وظيفة الدولة في ضوء المذاهب السياسية.
