إنّ من يطلع على شخصية القائد أدام الله عزّه وسيرته الذاتية يدرك أنّ الوقت لديه ثمين وأنه لا يضيع حتى الوقت القليل الذي قد نتهاون فيه، وقد تعرّض سماحته لكثير من المفاهيم المهمة والقضايا الحساسة في خطاباته وبياناته ولم تنظم في كتاب مستقل، إذ مسؤولية تولّي أمور المسلمين وتتبع شؤونهم وحماية مصالحهم ومقدساتهم لها همّها الكبير.
لذا حاولنا من خلال دراسة ومراجعة مجموعة من محاضرات ولي أمر المسلمين حفظه المولى التي ألقاها في مناسبات مختلفة وعلى عدة سنوات (18 سنة)، أن نستخرج منها عدة كتب وبعناوين مختلفة، وقد استطعنا - بعونه تعالى - أن نضع بين يدي القارئ هذا الكتاب.
وحاولنا قدر الإمكان إخراجه عن كونه مجموعة محاضرات وبمناسبات عدة إلى كونه كتاباً علمياً مهنياً يحمل طابع التأليف والتحقيق، وذلك بحذف كل ما لا ربط له بالموضوع المبحوث أو كان لا يتناسب معه أو مع الظروف المحيطة بالموضوع في هذا الزمان، أو تقديم بعض الكلام وتأخير البعض، أو بعض التصرف بما لا يخل بالمقصود، مع المحافظة على مصدر المحاضرة في الهامش.
وقد وجدت شيئاً ملفتاً للنظر عند سماحة القائد دام ظله الوارف في بعض المحاضرات بعد التأمل بها، إذ عادة ما تكون المحاضرة لها طابع الخطاب الجماهيري بأسلوب يتناسب مع خطاب الحضور، بينما نجد سماحته في بعض المحاضرات - وهي ليست بالقليلة - يلقيها وعليها طابع التحقيق والتأليف، وكأنه قد كتبها على اساس أن تكون جزءً من كتاب منهجي مهني.
