يشكل كتاب "الدولة الريعية والدكتاتورية" للخبير والباحث الإقتصادي عدنان الجنابي مقاربة مهمة في علاقة الدولة الريعية بالأنظمة الدكتاتورية وظهورها كمتلازمة في ظل هكذا أنظمة.
وفي هذا الكتاب يتسائل الجنابي، هل من المحتوم على الدولة الريعية أن تكون نموذجاً تنموياً فاشلاً؟ وهل من المحتوم أن تكون الدولة الريعية دكتاتورية؟.
وللإجابة على هذا السؤال يقدم الكتاب حالة (العراق) نموذجاً من الخمسينيات إلى المشهد العراقي اليوم كمثال على أسوأ مظاهر الدولة الريعية.
ولأن حالة العراق لها خصوصيتها، وخاصة في عهد صعود الرئيس السابق، يأتي هذا الكتاب من موقع المشاهدة والمعاينة، فالمؤلف تقلّد منصب مدير تسويق النفط الخام بعد التأميم، وعمل كرئيس للدائرة الإقتصادية والمالية في الأوبك في ثمانينات القرن المنصرم. ولهذا فإن أفكاره حول الإقتصاد العراقي لها أهميتها لدى صانعي القرار اليوم، فبرأيه "أن العراق سيستمر في المعاناة من بروز الديكتاتوريات ما دام الريع النفطي يصب عند "الرجل القوي" في بغداد. ويقترح الجنابي تنويع توزيع الدخل ليصب أكثر وأكثر في المحافظات إضافة إلى بغداد، من خلال تنفيذ فعلي وعملي للنظام الفيديرالي الذي تبناه العراق بعد عام 2003.
وللتأكيد على أن تجربة العراق التنموية لا تدعوا إلى التفاؤل الآن، في ظل الفساد والمافيات العائلية وشلل الحكم التي باتت النمط السائد في العراق، يقدم المؤلف التجربة النرويجية كـ (حالة نموذجية) نجحت في فصل ريع النفط عن ميزانية الدولة وأوجدت مؤسسات مستقلة ومحكمة للسيطرة على ايرادات النفط، فهل يمكن محاكاة تجربة النروج التنموية في العراق؟ الكثير عن هذا الموضوع نقرأه بين دفتي الكتاب.
