الحق شيء وممارسة الحق شيء آخر. الحرية حق، والاقتراع حق، من يقترع بحرية؟ وأين؟ اقتراع المغتربين حق ثابت لهم. إهماله لسنوات طويلة لا يلغيه بالعكس، يعزز المطالبة بالإسراع في وضعه موضع التنفيذ، تعويضاً عن التقصير، لم يعد بالإمكان تجاوز المغتربين. النقاش فرضهم على القضية وبات ضرورياً توفير وسائل ممارسة هذا الحق. ما هي الأسباب والدوافع؟ ولماذا اليوم وليس بالأمس أو بعد غد؟ أسئلة مهمة لكنها لم تعد ملحة. الأولوية اليوم لضمان ممارسة هذا الحق. فيما بعد، يكتب مؤرخون قصة اقتراع المغتربين ودوافع المطالبين به.
السؤال الصح، اليوم، بثلاثة أسئلة: كيف يقترعون؟ أين يقترعون؟ متى يقترعون؟ بالأسئلة والأجوبة التي تطرح، نجعل من اقتراع المغتربين مشكلة إضافية، البلد بغنى عنها، أو حلاً عادلاً لمشكلة مزمنة. البلد بحاجة غليه. إذا كان المقصود تحسين تمثيل اللبنانيين، بمن فيهم المغتربون. هذه عين الديمقراطية.
أما إذا كان المقصود تحسين ظروف مرشحين معينين، يستخدمون المغتربين ورقة في مناورتهم. فهذه عين الديماغوجية. الكتاب دعوة للتفكير بهذه النقاط.
