يقول الباحث في مقدمة كتابه بأن الغوص في دراسة النظام القانوني لاستثمار البترول في البلد الرئيسي الذي تنبع فيه هذه المدة والذي يملك أكبر احتياط في العالم هو مغامرة، إذ أن النظام القانوني ليس سوى خيار تم الوصول إليه وتعريف لحقوق لها مضمون اجتماعي وسياسي واقتصادي تعبر عن تطور تاريخي. وهذا الأمر ينطبق على السعودية حيث يتعايش الماضي والحاضر والمستقبل بحيث أن بنية اجتماعية بدأت تتكون بفعل اكتشاف البترول ومن جراء الآثار المترتبة على استثماره.
لقد اختارت السعودية الامتياز كإطار قانوني للاستثمار البترولي شأن باقي الدول التي اكتشف فيها النفط، ولكن السعودية آثرت أن تطور هذا الإطار القانوني بالمشاركة دون أن تستعد له بالتأميم الذي درج فيه كثير من دول العالم الثالث. فمن الامتيازات التي كانت لمصلحة الشركات تعدلت الشروح القانونية لمصلحة الدولة السعودية التي ابتكرت درب المشاركة بديلاً عن التأميم، ومن خلال هذه المشاركة تملكت السعودية أسهم الشركات صاحبة الامتيازات النفطية عندها، فحافظت على الخبرة التي كانت تنقصها واستعادت أسهم وملكية الشركات.
درب طويل ومتسم بالحكمة مشته السعودية في منطقة طالما كان غياب الحكمة وراء ضياع كثير من ثرواتها وخيراتها وفرص لحاقها بالزمن والعصر وهنا يطرح الباحث المحور الذي دارت حوله الدراسة في هذا الكتاب فإنه ورغم إنشاء وزارة للبترول، فقد عهد بإدارته لمؤسسة مستقلة ذات طابع صناعي وتجاري: بترومين، لماذا؟ ما هو الشكل القانوني لهذه المؤسسة، وما هو دورها؟ كيف تمّ تطور نظام الامتياز البترولي؟ ما هي طبيعة الامتياز البترولي؟ ما هو أثر اكتشاف البترول على المؤسسات السياسية في البلاد وعلى الحياة الاجتماعية والتشريعية؟ وهذه الدراسة التي يضمها الكتاب تبحث عن إجابة لهذه الأسئلة.
