لعل ما جاء في هذا الكتاب، يطرح سؤالاً مركزياً: لماذا لم تقم ثرواتنا الطبيعية –نحن العرب-، وعلى رأسها النفط، بدورها حتى الآن، بشكل فعّال، في تحقيق التنمية الشاملة والمتكاملة في الوطن العربي، وفي تأمين التقدم الحضاري والرقي الاجتماعي، وفي القضاء على مظاهر الفقر والتخلّف؟ وكيف يمكن لهذه الثروات أن تقوم بهذا الدور على أفضل وجه؟
يجيب الكاتب، عبر أربعة فصول رئيسية، عن موضوع النفط العربي والتجربة النفطية العربية، في إطار قضية واحدة تتفاعل فيها العوامل الفنية والاقتصادية والسياسية والاجتماعية تفاعلاً قوياً.
وقد تضمن الفصلان: الأول والثاني المعلومات الأساسية عن النفط العربي: خصائصه، ومقدار احتياطه، وإنتاجه والبلدان المنتجة له، وصادراته وعائداته...، والإطار القانوني لاستثماره وتطوراته.
أما الفصل الثالث فقد تضمّن الدور السياسي للنفط العربي، فرسم المؤلّف تصوراً معيّناً للأسلوب الذي يمكن به تفعيل الدور السياسي للنفط العربي في المستقبل، داعياً إلى وجوب توظيف القوة الاقتصادية والاستراتيجية للوطن العربي لخدمة قضايا المصير العربي، وفي مقدمتها قضية تحرير التراب الفلسطيني، من خلال الربط بين المواقف السياسية والمصالح الاقتصادية، في إطار من المرونة والفعالية.
ويتناول الفصل الرابع موضوع الدور الاقتصادي للثروة النفطية العربية، في تركيز مهم على العلاقة بين النفط والتنمية، وذلك في مبحثين: أولهما، النفط والتنمية في البلدان المنتجة، وثانيهما، الدور الاقتصادي للنفط في التنمية العربية الشاملة.
فهل تتوفر الإرادة السياسية لاتخاذ القرارات السياسية اللازمة، كي يصح القول بحق: إن النفط العربي نعمة، لا نقمة؟
