لم تعرف إقتصاديات العالم ظاهرة تاريخية مؤثرة وملازمة لحياة شعوبها مثل ظاهرة الفقر Poverty Phenomenon وبالرغم من الإجراءات الإقتصادية والإجتماعية ومحاولات التصدي لهذه الظاهرة من مختلف الجهات والمؤسسات والعقائد.
إلا أن هذه الظاهرة قد تفاقمت واستفحلت وجعلتها في مقدمة أولوياتها في عمليات تنميتها وأصبح موضوعها من المواضيع المهمة التي حظيت بإهتمام كل المتخصصين في هذا المجال وبخاصة في العقدين الأخيرين من القرين العشرين ومع بداية الألفية الثالثة فلم تزل في مقارعة هذا الداء.
كما يعبر عنه علماء الإجتماع وكمشكلة إقتصادية، كما يعبر عنها علماء الإقتصاد فالفقر واحد من أسس إنهيار المجتمعات إضافة إلى المرض والجهل بإعتبارهما سبب ونتيجة للفقر الإقتصادي والإجتماعي.
وبسبب عدم وجود الشفافية Transparency لمفهوم الفقر جعل أمر سياسات معالجته فاشلة أضف إلى ذلك عدم ملائمة النظريات التنموية التقليدية الغربية الرأسمالية مع واقع البلدان الفقيرة؛ بسبب إزدياد معدلات الفقر في الوطن العربي، حيث كشف تقرير التنمية البشرية لعام 2001 الذي تصدره الأمم المتحدة إلى إتساع رقعة الفقر في الوطن العربي فما زال واحد من بين كل خمسة يقل دخله عن دولارين في اليوم ويقدر بنحو 22% من إجمالي السكان.
ولذلك يسعى المؤلفان إلى دراسة مفهوم ومؤشرات ظاهرة الفقر في الوطن العربي للإحاطة بهذا الموضوع الذي أصبح أزليّاً لعدم جدوى أساليب معالجته، وقد جاء هذا الكتاب في ثلاثة فصول توزعت وفق ما يلي: الفصل الأول: "نظرة في مفاهيم الفقر ونظرياته"، الفصل الثاني: "ظاهرة الفقر في الوطن العربي"، الفصل الثالث: "التحليل الكمي الإقتصادي".
