يتضمن هذا الكتاب/ التقرير بحوث ومناقشات ورشة عمل، حول "مؤشرات قياس الديمقراطية في البلدان العربية" التي انعقدت في بيروت، بتاريخ 24-25/6/2009، بالتعاون بين "مركز دراسات الوحدة العربية" و"المؤسسة العربية للديمقراطية".
واستهدف برنامج الورشة تحقيق أمرين: الأول، العرض المنظّم لمؤشرات قياس الديمقراطية، وفق أحدث المتاح بهذا الشأن، من المنظمات والمؤسسات الدولية والعربية ذات الصلة، مع اقتراح مجموعة متجانسة من المؤشرات المناسبة للبلدان العربية، وتبادل الرأي حولها؛ الثاني، تبادل الخبرات بين الأطراف الممثَّلة في ورشة العمل.
وقد عرضت في هذه الورشة دراسة رئيسية حول مؤشرات الديمقراطية والإصلاح الديمقراطي في البلدان العربية، ودراسة أخرى عن تجربة "مرصد الإصلاح العربي" بمكتبة الإسكندرية، وورقة عمل عن خبرة "مبادرة الإصلاح العربي" في مجال القياس، إضافة إلى ورقة أخرى ممثلة لتجربة "المعهد الدولي للمساعدة في الديمقراطية والانتخابات" (IDEA) بالسويد.
خلص المشاركون إلى جملة أمور، أبرزها: (1) أهمية الجمع بين المؤشرات الكمية والكيفية لقياس الديمقراطية، (2) القراءة النقدية للمؤشرات العالمية، ويتبع ذلك تطويع المؤشرات للتلاؤم مع الحالة العربية، وابتكار مؤشرات أكثر اتفاقاً مع ظروف البلدان العربية؛ (3) الترابط بين البعد المعرفي والفهم والتطبيق الديمقراطي؛ (4) الربط بين الجوانب الاقتصادية والاجتماعية والسياسية والثقافية في تركيب المؤشرات، لتقييم مدى التقدم على طريق الديمقراطية في البلدان العربية؛ (5) وضع قواعد محددة للتنسيق في ما بين المراكز والمنظمات المشاركة لغرض التوافق على منظومة مؤشرات لقياس الديمقراطية في البلدان العربية بمفهومها الشامل، كخطوة أساسية من أجل التوصل إلى وضع ما يمكن اعتباره "خريطة طريق" حول كيفية الانتقال إلى الديمقراطية في البلدان العربية.
