يتناول التقرير الذي قام على إعداده مجموعة من الباحثين، أهم إشكاليات الديمقراطية في الوطن العربي، في محاولة للإسهام في تأطير هذه المسألة والتحليل لها، بوصفها نقطة تقدم وتنمية مهمة في مجريات الحياة السياسية العربية المعاصرة وانعكاساتها المتعددة، وليكون هذا التقرير، من ناحية أخرى، مادة علمية توثيقية لجميع المهتمين وصناع القرار في الساحة العربية. ويقسم التقرير إلى ثلاث فصول رئيسة، يتناول الأول منها "رؤية واقعية للتحولات الديمقراطية في الوطن العربي" من حيث تطورات الديمقراطية في القرن الماضي بين الأصالة والتأثر بالاستعمار، إضافة إلى تشخيص الحقبة الديمقراطية والعوامل المؤثرة فيها، ناهيك عن تحليل تحدياتها الراهنة، وكذلك طرح ونقاش مختلف محددات مستقبل الديمقراطية عربياً، وملامح وإمكانات قيام نظام عربي ديمقراطي يمكن التأسيس عليه. فيما يتعرض الفصل الثاني "قوانين الانتخاب في الوطن العربي دراسة مقارنة" بصورة تفصيلية من حيث كيفية تشكيل هيئة الناخبين، ونظام الانتخاب المتبع بين مختلف الدول العربية، إضافة إلى ضمانات العملية الانتخابية، وبيان نقاط التقاطع بين مختلف الدول العربية. أما الفصل الثالث "قانون الانتخاب من ركائز الديمقراطية، لبنان نموذجاً" حيث يتم توضيح الترابط بين النظامين الانتخابي والديمقراطي من خلال التجربة اللبنانية، كما يستعرض الملامح والخطوط الرئيسة لقوانين الانتخاب التي عرفها لبنان منذ عهد الاستقلال، إضافة إلى تقييم هذه القوانين من التجربة اللبنانية بصورة علمية تهدف إلى الاستفادة منها لوضع تصورات ورؤى تتناسب مع أوضاع الوطن العربي عموماً.
