أن المجتمع المدني باعتباره كيان اجتماعي اكتسب وجوده التاريخي كمفهوم متماهي مع مفهوم الدولة، ونحن إذ نتناول هذا المفهوم أنما نتناوله في إطار، الدولة – المجتمع المدني ، التقابل بين مفهومين اكتسب كل واحد منهما استقلاله في ذات الوقت الذي ولدا فيه معاً، وبالنسبة لمفهوم الديمقراطية فانه من المفاهيم الملتبسة والمثيرة للجدل ويكتنفها الغموض رغم كثرة تعريفاتها وما كتب عنها وقد برز مفهوم الديمقراطية الذي شهد ولادته الرسمية من رحم دولة المدينة الأثينية، كنظام حكم بين أنظمة أخرى، ونحاول تقديم رؤية حول علاقة النظام الديمقراطي بمعناه مرتبط بدولة المدينة بداية والدولة القومية في العصر الحديث وانعكاس ذلك على علاقة المفهوم على علاقته بالعولمة كاطار عالمي للتعميم الإيديولوجي والثقافي والسياسي والاقتصادي.
