يسم هابرماس مشروعه التطبيقي للعقلانية التواصلية في الديمقراطية، بالتداولية والتشاورية من جهة التأسيس والفحوى المطالبية، وبالقانونية من جهة الإطار المنظم للممارسة الديمقراطية، فتصبح ديمقراطية تشاورية – قانونية؛ ولأجل تطبيق هذه الفاعلية التواصلية على الممارسة السياسية يخوض في إعداد المجال العام، الذي يتمظهر في ميدان يجمع بين آراء المواطنين والذي تطفو عليه الكثير من النزاعات والجدالات حول قضايا المسألة السياسية، ويعمل هابرماس هنا على إضفاء بعد لغوي – تداولي على الأخلاق النظرية التي تشكل الفعل الإنساني، لينتج نوعا من الشروط اللغوية – الأخلاقية، التي تقوم بدور الحاكم والمراقب للفعل والقرار السياسي، ولا يقف عند الحد الأدنى الذي يرى فيه حلا لإشكالية نظام الحكم وشكله، بل يحاول أن ينجز المهمة بإعادة هم التساؤل الحداثي عن المواطنة وعالميتها، ويبحث في طبيعة المجتمع المعاصر وبكل تعقيداته، ويتساءل عن إمكانية الانتقال من الأنموذج القومي وحدوده الوطنية إلى أنموذج ما بعد الدولة القومية عابرا كل الحدود الوطنية، حاملا معه موضوعة المواطنة كجواز مرور، ولا يرى ذلك ممكنا إلا من خلال التحققات التاريخية الفعلية كالاتفاق العالمي على مبادئ أخلاقية – سياسية، مثل حقوق الإنسان الطبيعية والسياسية والاجتماعية والثقافية، ويمضي في كشف الصعوبة التي تقف عائقا في سبيل تحقق المشروع العالمي، وهي مشكلة العلاقة بين النظام العلماني والدين من جهة، ومشكلة العلاقة بين الأديان والثقافات المتعددة من جهة ثانية. فينحت مفهوما جديدا يحاول فيه الخروج من أزمة الركون إلى العلمانية أو الدينية، وذلك بمفهوم يصف به العالم المعاصر بأنه عالم ما بعد العلمانية، يمكن من خلاله النظر إلى الدين بوصفه فاعلا مهما وكبيرا لترسيخ المقبولية ولتحقيق جماعات ضغط ناشطة، لأن الدين يبحث عن المهمشين والمنبوذين ويحاول أن يطالب بحقوقهم، وذلك يشكل فاعلية مهمة في المجتمعات الديموقراطية.
