يهدف هذا الكتاب "إدارة التنمية" إلى سدّ بعض النقص الذي تعانيه المكتبة العربية من دراسات ومؤلفات معمقة وشاملة في هذا المجال.
حيث يتكون هذا الكتاب من ستة أبواب رئيسية حرص المؤلف من خلالها على بحث ظاهرة التنمية والظاهرة الإدارية، وذلك كمدخل لا بدّ منه لفهم إدارة التنمية، وتحديد أهم مقوماتها وأجهزتها، كما حرص على بحث أهم متغيرات إدارة التنمية، وأهم التحديات والإختيارات التي تواجهها، وقد كان حريصاً في معالجة كافة، على إبراز طبيعة الوضع في الدول العربية والنامية مقارنة مع الوضع في البلدان الأكثر تقدماً، ليبرالية أو شمولية.
وقد توزع الكتاب على خمسة أبواب جاءت وفق ما يلي: الباب الأول: تأصيل نظري لظاهرة التنمية: مدخل أساسي، الباب الثاني: الإدارة العامة وإدارة التنمية، الباب الثالث: جهاز إدارة التنمية، الباب الرابع: المتغيرات السياسية وإدارة التنمية، الباب الخامس: المتغيرات المحيطية وإدارة التنمية، الباب السادس: تحديات إدارة التنمية وإختياراتها.
