يشرح هذا الكتاب النظرية العامة للعقوبة والتدابير الاحترازية في القانون الجزائي من خلال خمسة أبواب: خصص الباب الأول لأسس النظرية العامة للعقوبة: ماهية العقوبة، أغراضها، قواعد اختيارها وتحديدها، بينما يبيَن الباب الثاني: أنواع العقوبات من حيث علاقتها بالعقوبات الأخرى. ويعرض الباب الثالث: الأحكام العامة للعقوبات مثل البحث في السلطة التقديرية للقاضي ثم البحث في الاسباب التي توسع من نطاقها أو تعدَل حدودها... وحكم تعدد الجرائم وتعدد العقوبات، ويتناول الباب الرابع: النظرية العامة للتدابير الاحترازية، من حيث شروط إنزال التدابير وأغراضها التي تهدف إلى مكافحة الجريمة. ويأتي الفصل الخامس والأخير في: العقوبات الاحترازية في القانون الجزائي اللبناني.
