هذا الكتاب هو الكتاب الثاني في السلسلة الجديدة "قضايا استراتيجية: وجهات نظر إسرائيلية" التي تقدمها مؤسسة الدراسات الفلسطينية إلى القارئ العربي، وتهدف إلى إطلاعه على معلومات ووجهات نظر إسرائيلية متعددة تتعلق بموضوعات وقضايا بالغة الأهمية للدولة والمجتمع العبريين، وتشمل الشؤون الأمنية والاقتصادية والاجتماعية والعسكرية والفكرية، إلخ، وذلك من خلال ترجمة أبحاث ودراسات صادرة عن مختلف مراكز الأبحاث والدراسات في إسرائيل. وقد جرى اختيار بعض وجهات النظر الإسرائيلية المتعلقة بالمشروع النووي الإيراني لتكون الموضوع الذي يتناوله الكتاب الأول في هذه السلسلة، نظراً إلى أهمية هذا المشروع والاهتمام الذي يحظى به إسرائيلياً وإقليمياً ودولياً.
يوضح هذا الكتاب أن إسرائيل تعتمد على مفاهيم محددة في عقيدتها الأمنية كونها تفتقر إلى العمق الجغرافي للتصدي لجيوش مهاجمة، بينها مفهومان رئيسيان: الأول الاعتماد على عامل المبادرة الذاتية في ميدان صناعة الأسلحة، والثاني رعاية قوة عظمى. فعلى الرغم من أن القطاع الصناعي الإسرائيلي يستطيع إنتاج معظم ما يحتاج إليه الجيش، وعلى الرغم من أن ذلك يجعل إسرائيل بين أوائل الدول المصدرة للسلاح، فإن الصناعة الإسرائيلية لا تستطيع أن تلبي، وبقدر كاف، ما يحتاج إليه الجيش من معدات وتكنولوجيا توفر له عنصر المفاجأة أمام خصومه.
ويتضمن هذا الكتاب دراستين تعكسان ظاهرة التوتر بين هذين العاملين، ففي الدراسة الأولى يناقش يعقوب ليفشتس موضوع "الوظيفة الاستراتيجية والاقتصادية للصناعات الأمنية في إسرائيل" وما تتعرض له هذه الصناعات من تناقضات وتقلبات، مطالباً بإعادة التوازن بين الصناعات الأمنية المعدة للتصدير وبين تلبية حاجة الجيش إلى التكنولوجيا والمعدات المضاعفة للقوة. أمّا الدراسة الثانية فيعرض فيها الكاتبان إفرايم إنبار وألفايت سينغ نينغتوجام موضوع "التعاون الهندي – الإسرائيلي في مجال الدفاع في القرن الحادي والعشرين".
