تتناول هذه الدراسة شرح أحكام قانون الأحداث الجانحين، وهي تضمنت بالإضافة إلى مقدمة على أربعة أبواب في المقدمة تم التحدث عن ظاهرة جنوح الأحداث وعن مدى خطورة هذه الظاهرة وسبل الوقاية منها كما وتم تشرح أسبابها وعواملها،وأسس المعاملة الجزائية للأحداث الجانحين كما وتم التوقف عند موقف التشريعات العربية من هذه الظاهرة وسبل معالجتها لها وضمنياً تم التطرق إلى موقف المشرع السوري في هذا المجال، وبعد ذلك تم التوقف عند العلاقة التي تربط بين قانون الأحداث الجانحين وقانون العقوبات العام وقانون أصول المحاكمات الجزائية.
أما الباب الأول فخصص لشرح الأحكام الموضوعية للأحداث الجانحين وبالتالي تم التحدث عن مفهوم الحدث مراحل مسؤولية الحدث، وتعيين سن الحدث، كما وتم التوقف عند التدابير المقررة للأحداث الجانحين. هذا وقد خصص الباب الثاني لموضوع الأحكام الإجرائية للأحداث الجانحين وبالتالي تم التحدث عن قضاء الأحداث والإجراءات الخاصة بالأحداث.
ولما كان تشريع الأحداث الجانحين يقوم على فكرة توفير الحماية والرعاية والإصلاح لكل حدث قست عليه ظروف الحياة وألجأته إلى الجريمة، فقد خرج المشرع مهام محكمة الأحداث عن الروتين المتعارف عليه لمهام المحاكم وبالتالي أوكلها بمهمة حماية الأحداث الجانحين وتقويم اعوجاجهم وتأمين إئتلافهم مع المجتمع ولا يتسنى لها ذلك غلا إذا أحبطت بأجهزة ومؤسسات تساعدها في تحمل هذا العبء الثقيل الملقي على عاتقها، ومن هذه المؤسسات جهاز مراقبين السلوك، مكاتب الخدمة الاجتماعية مراكز الملاحظة المعاهد الإصلاحية. هذه المؤسسات التي تعمل مجتمعة بقصد إصلاح الحدث، كانت موضوع الباب الثالث من هذا الكتاب والذي جاء تحت عنوان "المؤسسات المساعدة لمحاكم الأحداث".
