تنطلق الدراسة التي بين أيدينا من الفرضية التي تقول: إن تجارب الدول التي حققت تكاملاً فيما بينها على المستويات كافة تؤكد أن هذه الدول ما كانت لتحقق ما حققت قبل أن تترسخ فيها قيم المجتمع المدني وممارساته، وقد أدى هذا بدوره إلى خلق دول ديمقراطية مستقرة داخلياً، ومتكاملة اقتصادياً وسياسياً واجتماعياً إلى تحقيق التكامل فيما بينها ونجحت في ذلك ولاختبار هذه الفرضية طرحت الدراسة التساؤلات الآتية: ما واقع التكامل العربي وإلى أين وصل؟ هل مر آخرون بواقع مثل واقعنا وهل استطاعوا تجاوزه؟ وإن كانوا قد نجدوا فكيف؟ وهل يمكن لنا الاستفادة من تجاربهم في هذا المجال؟ وهل يمكن تصحيح مسيرة التكامل العربي؟ أم أن الأمر بحاجة إلى تغيير جذري في البيئة والمنهج؟ ثم ماذا يمكن أن تقدم من اقتراحات في هذا الصدد؟ وللإجابة على هذه التساؤلات، طرحت الدراسة مجموعة من المباحث يدور أولها حول تحديد المفهومين الرئيسيين للدراسة، ويدور ثانيها حول التجربة المقياس وهي تجربة التكامل الأوربي، يلي ذلك مبحث حول التجربة العربية في التكاهل وخصوصيتها، وأخيراً مبحث حول الدروس المستفادة والاقتراحات.
