إن الشروط الموضوعية لنجاح التكامل الوظيفي كما أظهرتها وعبرت عنها التجربة الأوروبية لم تتوافر بعد في الوطن العربي. فمقومات قيام الدولة وعناصرها لم تستقر بعد على نحو حاسم رغم تمكن الدول العربية من دعم أجهزتها السيادية. من ناحية أخرى فإن مظاهر عدم الاستقرار كثيرة واحتمال استمرار السياسات محدود. ومنطق الدولة شرط جوهري لنجاح نهج التكامل لأنه في غياب هذا المنطق وعدم وجود مؤسسات حقيقية لصنع القرار داخل دول التكامل، لا توجد ضمانات حقيقية لاستمرار العملية التكاملية. وقد أسفرت محاولات التكامل العربي خلال ثلث القرن الماضي عن حصاد زهيد، ولعل أحد الأسباب الرئيسية التي وقفت وراء تواضع الإنجاز في هذا المجال، أن الأقطار العربية ما زالت في حاجة إلى تعزيز بنائها والاتفاق على شكل الهوية الوطنية وعناصرها. إن الحل للخروج من هذا المأزق هو تصحيح مسيرة التكامل العربي والمضي بها على هدي من الطريق التي سارت عليها دول الاتحاد الأوروبي. وذلك بعد أن أخفقت تجربة الدولة القطرية، كما أخفقت صيغ التكامل العربية قبل التسعينيات لأسباب تمت مناقشتها في سياق الدراسة.
