هدف هذا المعجم تلبية رغبة كل من أراد معرفة الاسم الذي يطلق على صوت، أي صوت، يصدر من لدى إنسان أو حيوان أو نبات أو شيء، من أشياء الطبيعة، ومن أجل التلامذة الصغار، التلامذة الذين هم في مراحل ما قبل الجامعة خاصة، جعلت الأصوات المأنوسة والأكثر تداولاً في مستطيل يتصدر كل فصل من فصول هذا المصنف إلا أن يكون من مادة واحدة أو باباً محالاً إلى غيره.
هذا وقد قسم المعجم إلى فصول، صغيرة أو كبيرة، مرتبة ترتيباً هجائياً يعتمد أسماء الأشياء المصوتة أو أجناسها أو أسماء حالاتها من شدة أو ضعف أو غير ذلك من صفات تجمعها، وفي كل فصل تجد أصوات الجنس أو الحالة، مما خصص هذا الفصل له، وأصوات فروعه، وفي حالاته المختلفة، أجل تجد كل ذلك مرتباً ترتيباً هجائياً أيضاً. فإذا طلبت اسم فرع من الفروع فابحث عن هذا الاسم في فصل جنسه: صوت الثور مثلاً تجده في فصل "البقر"، و"العويل" مثلاً تجده في فصل "البكاء"، وهكذا.
في المعجم إحالات أبواب برمتها إلى أبواب أخرى بسبب تداخل المعاني واختصاراً لحجم المعجم ودفعاً لتكرار الأبواب المتجانسة المعاني.
لما كان اسم الصوت الواحد كثيراً ما يطلق على أكثر من مسمى واحد فكثيراً ما نجد الاسم الواحد في فصول متعددة، إلى أنه لا يذكر المعاني المختلفة للاسم الواحد في كل فصل يرد فيه، بل يكتفي بما هو في حدود الفصل الذي هو بين يدي القارئ.
جعل اسم الصوت مادة أساسية ضمن الفصل الواحد وبذلك يتألف كل فصل من عدد من المواد المرتبة ترتيباً هجائياً، وهي في الوقت نفسه أصوات أفراد هذا الفصل أو فروعه أو حالاته أو صفاته. ويلي المادة مباشرة بيان لها وذكر لفعلها إن كان لها فعل، ومن ثم ضبط لعينه إن كان ثلاثياً، وكثيرا ما تم إضافة إلى ذلك الصفة الصوتية لصاحب الصوت المذكور، ثم أيد صحة ما ذهب إليه بشواهد من الشعر القديم والقرآن الكريم أو الحديث الشريف أو من المأثورات النثرية.
كثيراً ما يكون للمادة مرادف في الفصل نفسه أفحلناها إلى مرادفها، كثيراً ما يكون للمادة الواحدة في الباب نفسه أكثر من معنى فجعل معانيها في فقر مرقمة.
