تعَد مجلة الأحكام العدلية من أهمٰ محاولات تقنين الفقه الإسلامي، ويظهر في ذلك أثر المذهب الحنفي بما توفّر فيه من عوامل الاعتماد الرسمي لدى مؤسسة الحكم. وتأتي هذه الدراسة لتعرِّف بمجلة الأحكام، بدءً من فكرتها وأسباب ظهورها، ثم بحثاً في تصنيف موادِّها، وتوصيف مصادرها المختلفة، وبيان معايير الترجيح المتّبعة في اختيار موادِّها، ومدى استقائها من المذاهب الأخرى غير الحنفي، وما وُضع بعدُ عليها من شروح. وتناولت الدراسة تطورَ موقع المجلّة في تشريعات الشرق الإسلاميّ وقوانينه، منذ وَضعِ المجلة حتى عصرنا هذا. ثم تناولت في فصولها الأخيرة ما للمجلة من مزايا وما عليها من مآخذ، وما طرأ عليها من تعديلات. وقد اعتمد المؤلِّف في دراسته هذه على أمّات المصادر في العلوم الإسلامية والبحوث الفقهية والقانونية والتاريخية، متّبِعاً منهجاً علمياً يتّسم بالموضوعية والتوثيق.
