يشتمل الكتاب على ذات مستوى جامعي محورها معالجة إشكالية العلمنة والعلاقة بين الدين والسياسة في دولة القانون التي نطمح إليها. تكتسب إشكالية العلمانية أهمية خاصة في العالم العربي، لا سيما في مرحلة الربيع العربي. إن الصفة الدينية للأنظمة السياسية تشكل عائقاً أمام تقدم فكر يفصل الدين عن الدولة. ولكن نشعر اليوم بأن رياحاً جديدة بدأت تهب: أحزاب إسلامية تتماشى تماماً مع العلمنة (تركيا) وتيارات إسلامية شرعت في تغيير مقاربتها الإيديولوجية وتعلن قبولها بمبادئ احترام حرية الرأي والتعبير وحرية "الآخر" في ممارسة المعتقدات الدينية والفلسفية بحرية مطلقة للجميع (مصر وتونس بعد الربيع العربي).
نحن نعتبر أن العلمنة تمثل أحد الحلول لأنها تنظم وتنقي العلاقة بين المواطن والدولة. يغدو المواطن منتمياً إلى وطن لا إلى طائفة. هل يعقل أن تقرر المحاكم الدينية وعددها يقابل عدد المذاهب الدينية المعترف بها (21 مذهباً) في لبنان في كل ما يتعلق بالزواج والطلاق والإرث والبنوة والنفقة، إلخ.. أوليس هذا الأمر مصدر تفرقة بين اللبنانيين؟
الانصهار الوطني والابتعاد عن الطروحات الفدرالية يمر عبر العلمنة الشاملة لا محال. أقله عبر طروحات حول ضرورة تأسيس مجتمع مدني في لبنان يمنح الأولوية للمواطنة ويحصر الانتماء الطائفي في المساحة الخاصة (الإمام موسى الصدر).
