يأتي هذا الإصدار كجزء متمم لثلاثة إصدارات سابقة عن المفاوضات الفلسطينية – الإسرائيلية، إذ يغطي الفترة الممتدة من أواسط سنة 2007 حتى أواخر سنة 2008، ويشتمل على المداولات التي جرت غداة إعلان الرئيس الأميركي جورج بوش الابن دعوته إلى عقد هذا المؤتمر في أنابوليس. كما يوثق وقائع المؤتمر، ويقدم بعد ذلك عرضاً مفصلاً عن جولات التفاوض، بما في ذلك المحاضر غير الرسمية لهذه الجولات التي توقفت عشية العدوان الإسرائيلي على قطاع غزة أواخر سنة 2008.
ومع أن مفاوضات أنابوليس، التي جرت آنذاك وسط توقعات متشائمة، لم تنجز أياً من الأهداف المرجوة، ولم تؤد إلى حدوث اختراق في الحائط التفاوضي المسدود، بل انتهت إلى لا شيء تقريباً، فقد آثرتُ أن أدون وقائع هذه المحطة التي كانت آخر محطة لي في مجرى المفاوضات الطويل، الذي بدأ مع مفاوضات أوسلو سنة 1993.
إن أهم ما ينطوي عليه هذا الإصدار، الذي ترددت طويلاً في نشره، هو جانب التوثيق والتأريخ، فضلاً عن السرد والتحليل، لمحطة تفاوضية أُخرى غير مثمرة - على غرار ما كان عليه معظم المحطات السابقة - قد يكون فيها بعض الدروس والعبر المفيدة لأي مفاوضات لاحقة.
