يعدّ الملف الأمني في السلطة الوطنية الفلسطينية أحد أهم الملفات وأكثرها تعقيداً وحساسية. وتتداخل فيه طموحات الفلسطينيين في أن تكون لهم أجهزتهم الأمنية الوطنية المعبّرة عن إرادتهم، مع رغبات المحتل الصهيوني في أن تكون هذه الأجهزة أدوات قمعية تطارد المقاومة وتحول الاستعمار الصهيوني إلى استعمار "مريح"، وتدخل في ذلك تعقيدات والتزامات اتفاق أوسلو وما تلاها، ومشاكل الفساد والاختراق في هذه الأجهزة، فضلاً عن الرغبة الشعبية في ضبط الفلتان الأمني، والسعي لإيجاد معادلة مناسبة تحفظ الأمن ولكنها تحمي المقاومة.
هذا الملف هو الجزء الأول من دراسة أكاديمية أوسع؛ تهدف إلى تسليط الضوء على إشكاليات الملف الأمني الفلسطيني وملابساته. ويهدف هذا الجزء إلى تقديم تقرير معلومات حول التطورات الأمنية التي شهدتها الساحة الفلسطينية منذ فوز حماس في الانتخابات التشريعية وحتى الأحداث التي انتهت بسيطرة حماس على قطاع غزة، وبتشكيل حكومة الطوارئ في الضفة الغربية، وما لحقها من تداعيات.
