يمكن هدف البحث في التعرف على تطور التشريع المائي، وتتبع تطور بنية الجهاز المؤسسي المعني بالبيئة في مملكة البحرين، وحيث أنه يصعب في واقع الأمر فصل موضوع التلوث بوجه عام عن تلوث تعريفاً علمياً وقانونياً، وعرض تطور الجانب الإداري المعني بالإدارة البيئية، بما تعنيه من تطور الأجهزة المؤسسية المختصة بالبيئة، إيماناً بأن غايات حماية البيئة لا يمكن لها أن تتحقق في ظل التلقائية، وخصوصاً أن بين بنية وهيكل الأجهزة البيئية بحماية البيئة، وشكل خطط وبرامج حماية البيئة، والتشريعات المرافقة لها، علاقة وثيقة لا يمكن بأي حال من الأحوال فصلها عن بعض البعض، فكلاهما وجهان لعملة واحدة، ولا يمكن تطور الجانب التشريعي دون إحداث تطورات مناظرة في الجانب المؤسسي.
إذن فالمحور الرئيسي يعني بتطور الجانب التشريعي المعنى بحماية البيئة بمفهومها الواسع، مع التركيز على البعد المائي منذ بدايات القرن العشرين باعتباره بعداً نافراً في موضوعات البيئة المحلية. وأخيراً سينصب الجانب الأخير في تدوين التشريعات المائية بمملكة البحرين، وتقييم دور وفاعلية التشريعات المائية في تنظيم استخدامات المياه والمحافظة عليها، وتقديم تصور عن البناء التشريعي والتشريعات المائية المطلوبين لتحقيق أهداف الإدارة المائية المتكاملة في مجال استخدام الموارد المائية وحمايتها من النضوب والتلوث. وسوف نختم هذه الورقة بقراءة نقدية في الفراغ التشريعي.
