في هذا الكتاب محاولة أولى لكتابة فقه للمغتربين الذين قدّر لهم. أن يتركوا أوطانهم وديارهم، ليهاجروا إلى البلدان غير إسلامية، يعيشون فيها تحت ظل قوانين وأنظمة مختلفة، وقيم وقواعد متباينة، وعادات وتقاليد لا تمت إلى واقعها بصلة، فتوالدت تحت حكم هذا التباين إشكالات جديدة، وربت أسئلة شتى ظلت أسيرة الحاجة غلى جواب، يبين المبهم ويجلي الغامض. من هنا نشأت الحاجة غلى كتابة فقه المغتربين، يعني بمشاكلهم الحياتية المتكاثرة، ويجمع شتات مسائلهم المتناثرة، يجيب عنها، ويعين عليها، ويقدم الحلول لها.
وتحت ضغط هذه الحاجة كان هذا الكتاب الذي اختص لنفسه منهجية اختار لها أن تبدأ بباب أول خاص بفقه العبادات: الاغتراب والهجرة والدخول إلى البلدان غير الإسلامية والتقليد والطهارة والنجاسة والصلاة والصوم والحج وشؤون الميت. وتناول الباب الثاني والخاص بفقه المعاملات أموراً متعددة يحتاج المسلم إلى فتاوى فيها وهي: المأكولات والمشروبات، والملابس، والتعامل مع القوانين النافذة في دول المهجر، واعمل وحركة رأس المال، والعلاقات الاجتماعية والشؤون الطبية، وشؤون النساء، وشؤون الشباب، وأحكام الموسيقى والغناء والرقص، أما الملاحق فجاءت لتعرض نماذج من استفتاءات الكتاب وفتاوى حول بعض المكونات والمواد الغذائية التي تستعمل كثيراً في وجبات الطعام اليومية.
