في كتابها هذا تتناول الدكتورة حنان محمد القيسي الوضع الدستوري الحديث في العراق بعد العام (2005) وتشير من خلال المقدمة التي تصدرت بها العمل إلى أن الدستور العراقي قد أشار إلى ثنائية المجلس التشريعي في ثنياته، إلا أن معالجته لهذه الثنائية جاءت دون الحد المقبول، فقد كان تنظيمه لمجلس النواب تفصيلياً على خلاف "مجلس الإتحاد" الذي تمت الإشارة إليه على عجالة وبأسلوب لا يتلاءم مع أهمية الدور الذي ينادي به دعاة تشريع قانونه، وفي هذا السياق توضح المؤلفة الأساليب المنضوية تحت عنوان الدستور في بلادها، أولهما أن الدستور قد اشار إلى أمرين: الأول أن يضع مجلس النواب قانوناً ينظم مجلس الإتحاد، والثاني: تأجيل العمل بالمواد المتعلقة بمجلس الإتحاد لفترة من الزمن، ولكن، محاولات عدة بدأت تظهر في هذا السبيل برأي المؤلفة، من أجل تمهيد الطريق للمشرع لغرض إقرار مثل ذلك القانون، أو الإنتهاء إلى عدم دعوى المجلس ومن ثم إلغاء الإشارة إليه في الدستور، وما هذه الدراسة عن "ثنائية المجلس التشريعي في العراق: دراسة في مجلس الإتحاد" إلا محاولة من المؤلفة الإدلاء بدلوها في هذا الموضوع انطلاقاً من كونها تحتل موقعاً أكاديمياً وهو "مشرف قسم الدراسات القانونية / بيت الحكمة – العراق". وهذا يعني اجتماع الخبرة الدراسية بالعمل القانوني. فانتظمت الدراسة في ثلاثة فصول، تناول الفصل الأول منها النظام البرلماني في العراق، من خلال البحث في ماهيته، وأركانه ومدى توافرها في العراق، بالإضافة إلى خصائص البرلمان، أما الفصل الثاني فكان مخصصاً لثنائية المجلس التشريعي بشكل عام، سواء أكان ذلك بشأن مبررات هذا النظام أم شروطه، أم تعلق بمحاسن هذا النظام وعيوبه، لتنتهي الدراسة في الفصل الثالث إلى السلطة التشريعية الإتحادية في العراق، سواء من حيث تشكيلها، أي تشكيل مجلس النواب، ومجلس الإتحاد، أو من حيث اختصاصاتها أي اختصاصات مجلس النواب، ومجلس الإتحاد.
